Regulations exist because someone's parent, spouse, or neighbor was not safe. HiCARE Services treats compliance as the practical expression of that care — not paperwork for its own sake.

Our story

HiCARE Services was founded by Mohamed Dagane, who came to consulting from inside Minnesota senior care — the buildings, the staffing pressure, the middle-of-the-night calls, and the survey exits. He kept meeting operators who cared deeply about their residents and still got cited, not because they were careless, but because nobody had ever shown them how the requirement translated into daily practice.

That gap is the whole reason this firm exists. We work with providers who are opening their first assisted living community, buying an existing license, correcting findings from a Minnesota Department of Health survey, or simply trying to run a steadier building. In every case the job is the same: read the regulation closely, look honestly at what is happening on the floor, and close the distance between them.

We are a consulting practice, not a law firm and not a regulator. We do not sell guarantees about survey outcomes, and we say so plainly. What we offer is direct experience, a clear plan, and someone in your corner before the surveyor arrives.
