Leads every engagement — licensure strategy, MDH survey response, DHS licensing reviews, and the leadership work that keeps a program steady after the consultant leaves.

Mohamed is a Licensed Assisted Living Director (LALD) who also meets the 245D Designated Manager qualification, and he has operated on both sides of Minnesota's regulatory line — assisted living under MDH, and 245D group home and community-based services under DHS. That dual footing is why HiCARE can sit in a survey exit conference in the morning and answer a licensor's correction order in the afternoon.

Mohamed came to consulting from inside Minnesota care and disability services — the buildings, the group homes, the staffing pressure, the surveys and the licensing reviews — and started HiCARE so providers had someone who understood both the regulation and the person behind it.

He leads licensure strategy, survey response, and DHS correction-order work personally, and stays involved through the follow-up most consultants hand off.
